    Toplaw.com provides quick links to legal resources, with an emphasis on those the owner finds most useful for his personal law practice.  


    The Toplaw domain was first registered in 1995 – the early days of the World Wide Web – by F. Emmett Fitzpatrick, III, a shareholder in the Philadelphia law firm of F. Emmett Fitzpatrick, PC. A keen interest in Internet technologies led him to follow fast-moving innovations from their inception, and he later taught a range of CLE seminars that showed attorneys how they and their firms could benefit by creating Web sites, searching for information, using email, and utilizing other new  communications tools. 


     Prior to registering Toplaw, Mr. Fitzpatrick created a Web site for his firm that he published through a hosting provider called netaxs.com. That was the “first Philadelphia law firm on the World Wide Web” as the The Legal Intelligencer newspaper noted in a February 12, 1996 article


   In the year 2000, at the request of Bisel Publishing Company, Mr. Fitzpatrick wrote a book called “Internet Essentials for the Pennsylvania Attorney”, “a comprehensive guide to utilizing Internet resources in the practice of law…[which provided] lucid explanations, practical information, and sound advice.”


    From 1995 to 2008 Toplaw.com served as the home site of FEF, PC. In 2009 Mr. Fitzpatrick joined the distinguished law firm of Flamm, Walton, Boroff, & Bacine, in Blue Bell, PA [now Flamm Walton Heimbach]. Upon joining that firm he closed FEF, PC, then re-purposed Toplaw.com as a legal information resource.
